This introduces a new NeoChatDateTime object that wraps a QDateTime. The intent is that it can be passed to QML and has a series of functions that format the QDateTime into the various string representations we need.
This means we only have to send the single object to QML and then the correct string can be grabbed from there, simplifying the backend. It is also easy to add a new representation if needed as a function with a QString output and Q_PROPERTY can be added and then it will be available.

Add a dev setting to allow relations to be sent to any message using the right click delegate menu. This shouldn't be a main feature, but since it's technically allowed in matrix this will help any future debugging
Change the generic representations of events in event handler to always have a full string to aid translation.
The aggregated list is then converted to be a simple list of single event generic descriptions to avoid string puzzles.

Create a list model for read markers. The primary reason is to stop `RoomMembers` being accessed after their state event is deleted. With this the read marker doesn't pass and `RoomMember` objects to qml.

Currently basic just to show a working implementation using RoomMember. Currently only the room event and search models are moved over. Will change everything else over once the dependent pr is complete.
There are 2 main reason for doing this:
1. Because I can, I wanted to see if I could do it
2. It gets rid of the janky qml re parenting stuff so should be faster.
